Division of Transport Construction Department (TCD) No. 99-Temporary Operation Division (TOD) - was founded in 1962. This  division carried out construction operations, commissioning and temporary operations of rail road transport facilities. The structure of TOD involved rail road movement coordination, cargo and commercial operations, signalling and communication, rail cars and own locomotives maintenance.

In 1991, after privatisation, TOD exited TCD No. 99 and was reorganized into Bolat Zhol JSC,   in 2002  -  into Bolat Zhol  LLP.

The rail road terminals at Ekibastuz, Pavlodar, Pavlodar –Yuzhnyi have been developed under the management of Yu. D. Nekludov. Second railway tracks have been built at the rail way lines Tselinograd – Pavlodar, rail road sections Pavlodar – Yuzhnaia, Pavlodar Severnyi– Irtysh, Malinovoe Ozero – Lokot.  In Mongolia Yu.D. Neklyudov managed operation of rail road lines more than 500 km long.  Since 1987  as the Head of TOD of Construction Department No. 99 Yuri Dmitrieyvich Neklyudov managed railway operation of rail road lines Makat – Inder, Kulsary – Tengiz, Nukus – Sultanuisdak, Kaigely – Chimbai. Structure of TOD involved rail road traffic coordination, cargo and commercial operations, signal and communication, railway, own cars and locomotive maintenance. The labour merit of Yu. D. Nekludov has been marked by 12  government awards of the USSR, RoK and the Mongolian People’s Republic. Among them are Order of Red Labour Banner, Order «Symbol of Honour», medals «For noble labour», «For labour merit» and «100th anniversary of rail road in Kazakhstan», three medals of the Mongolian People’s Republic.
